Paul joined Surrey Police in June 1980 and spent six years at Guildford on uniform duties and then successfully completed a CID Learner. He was a PSU officer from 1983 to 2002 and has been involved in numerous public order events including more than 50 weeks policing the miners strike, Greenham Common nuclear protest, Stonehenge summer solstice disputes and Shoreham animal rights protests, among others. In 1987 he was promoted to sergeant at Camberley. He returned to Guildford in 1990 and performed various operational sergeant roles mainly in Guildford town centre. He was a founder member of the Conflict Support Team which later became the Tactical Support Team. He was promoted to Inspector in 1999 and worked on response and then Guildford and Elmbridge Boroughs before being elected as Chair of Surrey Police Federation in September 2008.
Paul has been a Federation Representative since 1991. He was deputy chair of the Sergeants Branch Board in 1997 and has been Chair of the Inspectors Branch Board since 2006.
Paul is looking forward to the role as Chair of the Joint Branch Board and is committed to negotiate with and influence the Force to make the job of the front line officer less bureaucratic and improve the culture of the organisation to engender a more positive working environment.
