Surrey Police Federation
Surrey Police Federation is a branch of the Police Federation of England and Wales, who are the representative body to which every Police officer below the rank of Superintendent belongs. It was established by the Police Act 1919 to provide the Police with a means of bringing their views on welfare and efficiency to the notice of the government and the Police authorities.
All the elected officials of the Police Federation must be serving Police officers. Police are not permitted to belong to trades unions and must not take part in politics. Under the provisions of the Police Act, the police are forbidden to take industrial action and to incite anyone to do so is a criminal offence. Police pay, allowances, pensions and conditions of service are negotiated nationally in the Police Negotiating Board, which covers the United Kingdom Police service.

| Operational Policing Review - Sunday, November 29, 2009All officers and staff are being briefed on the Operational Policing Review currently being considered by the Force.
The main focus of the review is around the disposal of some police buildings, Neighbourhood Teams being based with Local Authorities, shops or libraries etc. A reduction in Inspecting and Superintending ranks and an increase in constables of up to 200 officers.
Surrey Police Federation has been campaigning for more police officer numbers for some time now and we obviously support any increase in constables. The disposal of some buildings and placement of Neighbourhood Teams in co located offices seems sensible in many cases and also has our general support. The reduction in the number of managers may sound appealing but we do have concerns regarding the levels of supervision the additional officers will receive. We are also concerned that the proposed levels of inspecting ranks will place too many burdens on those remaining.
Before the plan can developed in detail the proposal will have to have support from the Police Authority at their meeting on the 10th December. If the Authority gives approval at that meeting we will publish further details after that date. We will also publish regular updates and answers to your questions on the website.

What The Federation Can Do For You
The Federation negotiates on all aspects of pay, allowances, hours of duty, annual leave and pensions. It is consulted when police regulations are made on areas such as promotion, training and discipline. It takes an active interest in a wide range of subjects which affect the police service and puts forward views on your behalf. As a result, the Federation is more than a staff association. It is also a professional and consultative body, able to influence not only living standards through pay and benefits, but also the development of professional standards.
We can also:
- Provide free legal advice, assistance and costs to members facing criminal proceedings brought against them for an offence committed in or founded upon something done in the performance or purported performance of police duties
- Negotiate nationally on police pay, terms and conditions
- Provide welfare advice and help on personal issues
- Provide advice and representation at disciplinary hearings
- Provide advice and representation at industrial tribunals
- Help with civil claims and industrial claims injuries
- Consult, negotiate and facilitate the most up to date health and safety elements for the job
- Assist with grievance procedures
- Act as a consultative body on legislative and political matters
- Seek to influence the political agenda on policing
- Lobby government on changes likely to adversely affect policing
- Contribute to professional reviews on policing
- Offer advice to anyone suffering sexual, racial or other discriminatory harassment
- Host a number of events on policing matters from our Annual Conference to National Police Bravery Awards
- Speak for and on behalf of rank and file officers in the media and with opinion formers
- Represent our members views at a number of seminars, meetings and round table discussions with stakeholders
